So, between 2.8% and 5.7% of all traffic is heavy commercial. Is that enough to warrant this size highway?

Yes, #ReconnectingRondo would have positive outcomes, but they pale in comparison to the benefits of the #Boulevard, and the downsides significantly outweigh those of the #Boulevard.
