Business owners call for rethink of Monte Christo road upgrade design Justicia Shipena Business owners along Peter Nanyemba Road, formerly Monte Christo Road, are calling on the City of Windhoek to reconsider aspects of the current road upgrade design, which they say is crippling their operations. The N$381 million road project, which broke ground in April 2023, is still under construction.  The construction work was expected to take 20 months to complete, but it has not met that deadline.  The upgrade aims to transform the 6.1-kilometre stretch into a dual carriageway with provisions for future rapid bus transit lanes to link the city to the Ongos Valley development. However, several businesses, including small furniture workshops, vehicle paint technicians, and vendors, say the ongoing construction has led to a loss of customers, business closures, and job losses due to limited access and barricades along the road. On Friday, a group of affected entrepreneurs met with Windhoek Mayor Ndeshihafela Larandja to voice their frustrations.  The delegation, represented by Timoteus Mashuna, Levi Upula, and Carlos David, said they were not consulted prior to the commencement of the project.  They argued that the current design, particularly the restricted access points, is hurting small and medium enterprises (SMEs).  According to Mashuna, the construction has resulted in significant business losses, with some enterprises closing down and employees losing their jobs. They also highlighted a concern regarding the road design, which they say limits access to their businesses and nearby residential areas due to barricades. The business owners further claimed that they were not consulted prior to the commencement of the project. They have requested that the city reconsider aspects of the current road design to improve access to their premises. In May of last year, businesses along the road also said the construction had disrupted their operations. A business owner, Fillep Amukoto, who has been working as a vehicle painter in the area for five years, told local media that the construction work had blocked access to his workshop, deterring customers from entering the area. The road upgrade is a key component of Ongos Valley Development, a mixed-use housing project located 8 kilometres from Windhoek’s city centre.  Upon completion, Ongos is expected to include 28,000 new homes along with schools, retailers, and businesses.  As part of the project, the developer is constructing a new road to link to the existing Peter Nanyemba Road. Reinhard Boehmer, Chief Engineer for Roads and Stormwater at the City of Windhoek, said the road is classified as an arterial route.  The City of Windhoek said for safety reasons and in line with town planning requirements, access is only allowed at designated crossing points to manage high traffic volumes and protect pedestrians. In response to the concerns, Mayor Larandja committed to a follow-up meeting that will bring together all stakeholders, including external partners working on the project, to conduct a comprehensive review of the issues raised.  The meeting will also serve to verify the claims about a lack of consultation.

Katima to spend N$30 million on upgrading three roads The Katima Mulilo Town Council has budgeted N$30 million to upgrade and refurbish three of the town’s roads in the next financial year. The identified streets, – a combined 3.1km long – are the Dr Hage Geingob, Richard Muhinda, and Soweto roads. Chief executive Raphael Liswaniso revealed this during the council’s N$190-million budget presentation on Thursday. Other capital projects budgeted for include electrification, water, and the restructuring of some informal suburbs. Liswaniso said the roads will be funded through an agreement with the Road Fund Administration (RFA) and Roads Authority (RA). He said Dr Hage Geingob Street will be refurbished, while the other two will be upgraded to bitumen standard. “We have a master plan already for all these roads and others that will follow in the next financial year. “This financial year, we have prioritised the access roads,” he said. Finance manager Sitwala Mbaimba revealed that 8.25km of roads will be gravelled at a cost of N$22 million in the same financial year. Road upgrade project in Etosha National Park commences Niël Terblanché The Ministry of Environment, Forestry and Tourism announced the commencement of the long-awaited upgrade of the road between Okaukuejo and King Nehale Gate in Etosha National Park. The project aims to transform the heavily used gravel route into a low-volume sealed road, enhancing access and safety for visitors to the iconic wildlife sanctuary. According to a statement released by the Ministry on Tuesday, the initial phase of the upgrade will focus on the first 20 kilometres from Okaukuejo, with construction scheduled from 23 April to 30 November. During this period, traffic between Okaukuejo and Halali will be redirected via the Gemsbokvlakte road to maintain game viewing opportunities and minimise disruption to the visitor experience. The Ministry also advised that the Okaukuejo gate towards Halali will be closed for the duration of the project. Tourists, visitors, and service providers were urged to follow posted road signs, adhere to speed limits, and exercise caution around construction vehicles. “We appreciate the cooperation and understanding of all our tourists, visitors and service providers in this regard, and apologise for any inconvenience this may cause,” the statement said. The road upgrade comes in response to mounting concerns over the deteriorating condition of the Etosha National Park’s internal roads. Tour operators and car rental companies have for years voiced frustration over the state of the gravel roads, particularly the stretch from Okaukuejo to Namutoni. The poor road conditions have led some operators to announce a few months ago that they are withdrawing their vehicles from the park to avoid damage. At the time, the ministry deployed graders to improve the roads connecting Halali to Namutoni, Okaukuejo to Halali, and Namutoni to King Nehale Gate. The ministry indicated that the targeted sections for this upgrade include the roads from Okaukuejo through Halali and Namutoni to King Nehale Gate. Since 2018, the Ministry has successfully upgraded more than 200 kilometres of Etosha’s western roads from Okaukuejo to Galton Gate, completing this project in March 2024. Tourists currently visiting Etosha are encouraged to consider alternative scenic routes from Okaukuejo to Halali via Gemsbokvlakte, Olifantsbad, and Aus for smoother travel. The ministry apologised in advance for any inconvenience caused by the project to upgrade the various roads and assured both visitors and operators that the situation is viewed as a priority. As the upgrade progresses, the Ministry has pledged to keep the public informed of any changes to the current arrangements. Visitors are advised to stay updated through official channels and to plan their travel accordingly.

Onemanya residents demand urgent road upgrade Hertta-Maria Amutenja  Residents of Onemanya in the Omusati region are calling on authorities to urgently upgrade the Okahao-Amwaanda gravel road, especially the 15 km stretch between Okahao and the Indira Gandhi Clinic. They say the road has become nearly impassable due to recent heavy rains, creating safety risks and making access to healthcare services difficult. The road is a key link for residents, schoolchildren, and emergency services, but has deteriorated to the point where vehicles struggle to pass and pedestrians risk slipping in the mud. Maria Alweendo, a resident of Onemanya, told the Windhoek Observer that daily life has become a challenge. “When it rains, this road turns into a muddy mess. Vehicles get stuck, and even walking is dangerous because it is so slippery. It is not safe, but we have no choice but to use it,” she said. She urged the Omusati Regional Council and the Ministry of Works and Transport to prioritise upgrading the road. They say further delays could have serious consequences, especially in medical emergencies. “We are tired of waiting. This road has been in bad condition for years, and every rainy season it gets worse. The government must step in before someone loses their life because they couldn’t get to the hospital in time,” Alweendo said. Thomas Uushona, another resident, said the poor road conditions are affecting schoolchildren, workers, and local businesses. “People are late for work, and children struggle to get to school. The cars and taxis here refuse to use the road because it damages their cars, and this leaves us with very few transport options,” he said. Gwamgda Na Hertha took to Facebook to express concern. “Due to recent heavy rainfall, the road has been washed away, making it nearly impassable for residents, emergency services, and daily commuters. This situation has created serious safety hazards and disrupted access to essential healthcare services at Indira Gandhi Clinic,” he wrote. Residents say they have raised the issue several times but have seen no action. The clinic has seen a decline in patient visits as the road conditions worsen. Earlier this month, Omusati regional governor Erginus Endjala confirmed that several key roads had been damaged, making travel difficult. Councillor Leonard Shikulo of the Okahao constituency previously claimed that he had not received any formal complaints about damaged roads in his area.  The condition of the road has also raised concerns about access to healthcare, particularly for vulnerable groups such as the elderly, pregnant women, and those in need of emergency medical attention.  The Indira Gandhi Clinic, which serves the local population, has seen a decline in patient visits due to the difficulty in reaching the facility. A healthcare worker, who asked not to be named, confirmed that some patients are unable to reach the facility. “We have had cases where pregnant women and elderly patients struggle to get here. Some turn back home because taxis refuse to take them, and others arrive exhausted after walking long distances,” the health worker said. By the time of publication, the Omusati Health Director had not responded to questions about the impact on healthcare access.
