Today @Cites #SC79 requested Mexico to fully achieve & report on its #vaquita #totoaba action plan to #SC81 (approx 1 year). US amendment for Secretariat to consider relevant info from other sources unnecessary as @Ben_J_v_R confirmed that Sec does so without explicit mention.

Mexico achieved most of its stated goals in its #vaquita #totoaba compliance action plan & Nov 23 @CITES #SC79 will decide a deadline. Alternative gear part is the most incomplete & challenging, but progress includes @IMIPASmex test plan for @pescaabc modified shrimp small trawl.

1/3 Before @CITES #SC79, new CAT report analyzing @SeaShepherdSSCS counts of fishing skiffs on its ship radar in 4 parts of #Vaquita Refuge - ZTA Zero Tolerance Area, its EXTension (both with anti-gillnet devices), its Buffer Zone & nearby VRA area visible on 8 naut mile range

2/6 Mexico agrees to include these three targets in its report to #SC79 in November on remaining targets & milestones: 1.1 vessel inspections, 2.3 monitoring of fishing activity in #Vaquita Refuge, & 3.5 lawful criminal investigations with favorable resolution for environment.

1/2 Today at CITES #SC78, Secretariat recommendations for next steps on #vaquita #totoaba only slightly changed, & pleased that one is Mexico's agreement to include in its next compliance action plan report to #SC79 on target 2.3, monitoring of vessels in the #Vaquita Refuge.

2/3 Re: Mex compliance action plan, the Secretariat recommends Mexico be requested to report to #SC79 (November, just b4 #COP20) "exclusively" on 20 target milestones Sec judged incomplete. Reminder #SC77 rejected a similar Sec recommendation & asked for a full progress report.
