Councils provide/fund them.
Library Workers are paid & trained to run them.
The 1964 Act makes no provision for alternatives such as volunteer-led etc.
Anyone who tells you otherwise is deluded, ignorant or lying.

Hearing what happened to my school library after the head librarian retired & how it was gutted before being moved to a smaller room that makes students avoid it because it feels "sterile, cold, & lifeless", which the school is using to push to remove it, genuinely kills me.
