Govt accused of misrepresenting stadium progress in NDP6 Erasmus Shalihaxwe Senior sports administrators in the Ohangwena region have rejected claims in the newly launched  Sixth National Development Plan (NDP6) that the Eenhana Sports Stadium is complete.  They say the facility is far from finished. An administrator, who spoke on condition of anonymity for fear of victimisation, said he recently visited the site and found that only the pavilion appears complete.  “I passed by the stadium a week ago. There is still a lot that needs to be done. I only saw people cleaning. The pavilion might be done, but everything else is far from complete,” he said. He accused those who compiled the NDP6 document of misleading the President and the public.  “They are making her speak about things that are not there. They didn’t even visit the site. They just wrote the document without knowing the reality on the ground.” The administrator said Ohangwena lacks proper sports infrastructure and does not have a stadium capable of hosting national events like the annual Newspaper Cup.  “This stadium has been under construction since 2007. That’s nearly 20 years. We thought it would be complete by now, so we could bid to host the Newspaper Cup. But there is no progress. How can such a small stadium take almost 20 years? Our leaders must be honest and tell the public the truth.” NDP6, launched this week by president Netumbo Nandi-Ndaitwah, claims Namibia has made notable strides in sport development, naming the Eenhana Sports Stadium as a key project.  The plan outlines national goals for the 2025/26 to 2029/30 financial years, focusing on economic growth, inclusiveness, and sustainability.  It recognises sport as a tool for social transformation and development, with infrastructure projects playing a central role. The NDP6 document also states that Namibia has 57 recognised sport codes, with five, cricket, rugby, boxing, netball, and football, achieving professionalisation.  However, most athletes, coaches, and administrators involved in these sports still rely on full-time jobs or businesses and do not earn a living from sport alone. The plan further notes that 22 schools in Ohangwena and one in Windhoek had their sports facilities upgraded and describes this as a key milestone.  It also mentions the development of a Physical Education curriculum and the launch of the Namibia Sport Development Index as progress in tracking talent and the contribution of sport to national development. NDP6 highlights Namibia’s participation in four Africa Cup of Nations tournaments, nine Olympic Games (earning five silver medals), and four Paralympic Games (securing three gold, four silver, and four bronze medals).  It also cites the national rugby team’s qualification for seven Rugby World Cups and the cricket team’s appearances in three Cricket World Cups. Newly appointed Ohangwena governor Kadiva Hamutumwa said she is currently out of office and will provide an update on the stadium construction upon her return.

Namibian sport takes political centre stage  Sport minister Sanet Steenkamp has reiterated president Netumbo Nandi-Ndaitwah’s declaration that her administration will significantly invest in enhancing the sport industry. In her recent maiden state of the nation address, Nandi-Ndaitwah said the government will construct seven new internationally-approved stadiums across six regions. This forms part of an ambitious project to professionalise Namibian sport, an avenue for employment and socio-economic emancipation. That ambition was backed up by Steenkamp who says 63% of the Ministry of Education, Innovation, Youth, Sport, Arts and Culture’s N$1.2-billion budget is dedicated to sport development. She said this when motivating her ministry’s budget in parliament this week. “It is reflecting the ministry’s focus on enhancing sport performance and infrastructure,” Steenkamp said. She said a total of N$802 891 000 is allocated towards the development and promotion of sport across the country. “The ministry’s long-term goal, in line with the draft National Development Plan 6 and the Swapo Party Manifesto Implementation Plan, is to support the growth and professionalisation of sport in the country so as to increase the sport industry’s contribution to employment creation,” said Steenkamp. Nandi-Ndaitwah, Namibia’s first woman president, said for the sport industry to deliver on its potential, it must include research and development, talent management, construction and marketing to create new opportunities and stimulating job creation. “The sport industry is a major part of the global economy. We should move away from looking at sport only as a recreation and entertainment but regard it as an avenue that can be harnessed to create sustainable livelihood and generate wealth, especially for the youth,” she said. The 30 000-seats stadiums will be constructed at Oshakati, Rundu, Windhoek, Outapi, Swakopmund, Eenhana and Keetmanshoop. Additionally, the government plans to construct 10 000 seating-capacity stadiums at Omuthiya, Mariental, Gobabis, Katima Mulilo, Otjiwarongo and Nkurenkuru. “The eighth administration will work towards the professionalisation of sport codes, targeted investment promotion and sport infrastructure development. NNN prioritises youth over pension increase Erasmus Shalihaxwe President Netumbo Nandi-Ndaitwah said the government funds initially earmarked for increasing the old age pension grant will instead be directed towards youth empowerment through investment in sports infrastructure. Speaking at State House during a courtesy meeting with International Olympic Committee president Kirsty Coventry, Nandi-Ndaitwah said she had made the difficult decision to delay the proposed increase in pension grants. “I have to kneel down to my parents, the pensioners, because I have to make a very difficult decision, and I hope they understand me. This time around, my pensioners, can you please understand and allow me to pay attention to the infrastructure that is required for the development of our youth? Because if we empower our young people, they will have the capacity to also take care of us,” she said. The old-age pension grant currently stands at N$1 600 per month. During the 2023 Swapo election campaign, Nandi-Ndaitwah had promised to raise it to N$3 000, echoing a wish first expressed by late President Hage Geingob. However, the president said that economic constraints and the need to invest in long-term youth development have forced the government to redirect those funds. “Therefore, I beg my parents, the pensioners, to understand that this year around, I might not put anything on them, while I will consider it next year,” she said. The initial proposal to increase the old age pension was made by the late President Hage Geingob in 2023, who had expressed hope that his administration would increase the grant to at least N$2 000, possibly N$3 000, before his retirement.  During a memorial lecture in Ongwediva last year, Nandi-Ndaitwah echoed Geingob’s commitment and promised to implement the increase if elected. It is estimated that increasing both the old-age pension and disability grants to N$3 000 would cost the government roughly N$723 million per month. Nandi-Ndaitwah said such an expense would not be sustainable in the current financial climate. She explained that investment in sports infrastructure is expected to help young people create employment opportunities and contribute to economic growth through sports development. Last year, social commentator Ben Mulongeni warned against politicians making promises they could not keep. “Those are intentional lies. They are doing it to gain votes, and they should know that they are abusing old people by promising to increase the old age pension. They should know that it is immoral and unethical to lie to the elders,’’ he said.
