Three stages with ideal-type network structures. The first stage shows two separate clusters of solution-oriented actors and actors with vested interests. The second stage shows a disaggregation into multiple clusters of each kind. The third stage shows emerging advocacy coalitions as clusters cutting across the two types of actors.
