After banging my head against the wall for a few days, I finally found the setting that we're right in front of my face. My Surface Pro 7 now runs KDE on top of Manjaro Linux. Pen, TypeCover, auto rotate and on-screen keyboard all work.

Windows 11 is an epic fail. There is just so much wrong with it. I have to rip out and tweak so much stuff to make it useable. Luckily I mostly use Linux. And what will Windows 12 bring? The collapse of Microsoft, hopefully.
