This declaration brought Mr. Fortune, of New York, to his feet. Mr. Fortune declared himself opposed to any indorsement of the Blair bill. "Not because, Mr. Chairman, I am opposed to Federal appropriations for educational purposes, but because the Blair bill is a measure which draws the color line. It provides that money appropriated shall be distributed by the State legislatures. These bodies in the South are now making discriminations in the State appropriations, and they would do so with Federal money. If national funds are to be used for educational purposes let it not be for separate schools; but let schools be established, and let the doors be thrown open, and whoever will may come in. I am opposed to any law which declares that my children are not as good as anybody's children."
