Looked up the rationale for seizing the ship looks like this was a #TrumpDistraction the ship has been on a list for years of vessels that broke the sanctions on Iran. Even though the ship was headed for Cuba and then Asia it was seized as a provocation. Maduro is not going to war over this ship.
