Housing associations & councils are mainly focused on existing stock housing issues (basic living conditions such as mould & leaks, especially since Awaab's Law, fire safety remediation & decarbonisation), not on buying S106 affordable units or funding new build. (12/end)

January & February 2026 were rain-affected for house builders & the hope was demand & activity would recover sharply from March & a strong Spring selling season but the Middle Eastern conflict will have a significant impact on both house building demand & on costs. (6/n)

Private house building activity fell again in January 2026, as expected, in the ONS construction output data this morning. Private housing output in January was 5.6% lower than in December, 10.7% lower than a year ago & 28.7% lower than at the recent peak in 2022. (1/n)

Following engagement with industry on the delivery timeline, we have decided to move the launch of the reforms to the second half of 2027.
