The delegation of #Libya highlighted being working in a Global Child Project and 2025-2030 National Child Strategy, aiming to improve prevention, access to education, social protection, child justice, safeguard children from exploitation, and increased participation. #UPR50
Many states expressed concern over freedom of expression, association, and media in #Libya, highlighting reports of arbitrary detention of journalists and human rights defenders and urging stronger safeguards for fundamental freedoms. #UPR50
Many states including Portugal, Montenegro, Spain, and Slovenia recommended that #Libya abolish the death penalty. #UPR50 #UniversalPeriodicReview
At #UPR50 #KingdomNL recommended #Jamaica to:
🔹 Repeal laws criminalizing same-sex relations between consenting adults
🔹 Strengthen efforts to end GBV by resourcing & implementing the National Strategic Action Plan, strengthening institutions & enhancing prevention.

Responding to concerns on detention conditions, #Libya noted the creation of investigation committees to review prisons and examine living conditions. A senior detention-centre official has been prosecuted, as the delegation stressed that “no one is above the law.” #UPR50
In response to recommendations on women’s participation in public life, #Libya reported notable progress with the country’s first woman mayor elected in 2024, 5 women appointed to ministerial posts, 6 women ambassadors and more than 40% of public leadership positions are now held by women. #UPR50
Many states including Nigeria, Sierra Leone, and Singapore recommended that #Libya improve the protection of migrants, ensure lawful asylum procedures, and strengthen its migration framework. #UPR50 #UniversalPeriodicReview
Many states including Qatar, Nigeria, Romania, Singapore, Sierra Leone, the Philippines, and Sri Lanka recommended that #Libya intensify anti-trafficking efforts, provide comprehensive victim support, and ensure accountability for perpetrators. #UPR50
Many States urged #Libya to strengthen gender equality, boost women’s representation in public life, and intensify action against gender-based violence. Recommendations also called for empowering women across institutions and protecting women and children. #UPR50
#Libya emphasized ongoing justice reforms, including new units to fight impunity, investigations into enforced disappearances, torture and mass graves, and accountability measures that led to the imprisonment of perpetrators. #UPR50
In its opening statement, #Libya highlighted progress since de last UPR cycle, including the release of unlawfully detained persons, the dissolution of bodies implicated in violations, and efforts to control weapons and strengthen the rule of law. #UPR50
#Libya should:
- Repeal Law 19/2001 as well as other restrictive regulations & decrees, including Decree 286 of 2019, & refrain from adopting such provisions which restrict, rather than protect, the right to freedom of association. (7/7)

One communication raised the abduction & detention of HRD Mansour Mohamed Atti Al-Maghrabi in 2021. I also joined with a number of other @un-spexperts.bsky.social to express our concerns over a series of laws, decrees & regulations which severely impact civic space in #Libya. (4/7)

A further communication raised the case of HRDs who had their names leaked on social media & were interrogated by the Internal Security Agency after they issued a statement protesting movement restrictions on Libyan women & girls. (3/7)

I wrote to #Libya about the alleged arbitrary detention, torture & coerced confessions of defenders of the rights of refugees, migrants & asylum seekers, some of whom had exposed grave violations by State & non-State actors, while others assisted migrant women & children. (2/7)

In closing the delegation of #Jamaica requested ongoing technical assistance and cooperation to aid the protection of human rights in the country, and to help the country recover from the recent hurricane.

During the review of #Jamaica a total of 23 states recommended that the country ratify the International Convention against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment.

During the review of #Jamaica there have been many recommendations for the rights of women including, the promotion of participation of women in private and public life. These recommendations have come from states including, the Dominican Republic, Cyprus, and Costa Rica

The Philippines, Portugal, Thailand, and Cuba have recommended that #Jamaica guarantee the rights of those living with HIV, this includes the prevention of discrimination, rights of mothers, and access to health care.

Many states, such as the UK, Uruguay, Iceland, Mexico, the Netherlands, Spain, and Switzerland, have recommended that #Jamaica decriminalise consensual same-sex relationships.

In the opening statement, #Jamaica detailed the work that the country has undertaken since the last cycle. It has made progress in the themes of rights of the child, trafficking, rights of older persons, and mediation as a preventative tool.
