At the border crossing between Juarez and El Paso, US Customs agents began "delousing" Mexican nationals entering the US in 1917.

After Japanese sugar workers in Hawaii struck for higher wages in 1909, the Hawaiian Sugar Planters Association (HSPA) began recruiting Filipino workers for Hawaii's sugar plantations.
