The case centers on allegations that prison officials facilitated special privileges for so-called “Grey Chinese” inmates, including unauthorized Sunday visits, access to restricted areas, exemptions from headcounts, and provision of luxury items such as high-end food, appliances, and personal attendants hired from other inmates.
