**Falkner**: I think proportionality we we don't we don't play a numbers game at EHRC. We're there to defend nine protective characteristics and we do so without fear or favor. But sometimes you'll find us concentrating on one particular protected characteristic versus another and that's a necessary function of small resources and a small organization. So so it's not in our perspective, it's not the numbers that are relevant although as I've said earlier sex covers the entire population of the country and here we're talking about the impact on 8,464 people who hold GRCs. I think the important principle is that strategic litigation and picking and choosing where there is a change that will have ripple effects in terms of a ruling that comes down and changes things is where we spend our resources best. And I think that when we do strategic litigation and we do it regularly, we do it all the time, we've just done an important other case on religion and philosophical belief called Higgs versus Farmer School, that was the court of appeal, that we do that with the intention that a particular case will have an impact beyond the circumstances of one or two individuals and that's what we tend to concentrate on. I don't know if that answers your question but I wasn't quite clear what the question was.

What is the "strategic" "ripple effect" that is supposed to go beyond the 8000 or so people to whom the ruling was supposed to apply. Why does she talk about the SC ruling as though it in itself might have a strategic purpose?
