Fulton GA ballots do not have serial numbers.
The only "order" imposed on #ballots is that they are sorted for counting (which has nothing to do with a numeric sequence) to improve accuracy and to match batch sheets.

I know from years of #election research that if you LOOK INTO claims of fraud, more often than not what they THINK is fraud turns out to be some detail about #ballots that they don't understand or deliberately misconstrue for political reasons.
