Ended up redoing the head, much better topology and edge flow around the mouth and cheeks now. It's also a bit lower poly, but only by a smidge.

We getting there, still need to do the eye rig set up, and then the rig for the face textures - then my base will be done and I can start turning it into the many characters/oc's I have stuck in my head
I ended up using rigify and it actually worked super well for my lowpoly model

If you can't correct the deformation with the weightpaint brush, go to item in edit mode and look in the weight vertex list to see which values still have an influence.
