Fact Check: Assembly Bill 470. AB 470 is not about modernizing networks. The bill lets AT&T walk away from its responsibility as a Carrier of Last Resort (COLR), a commitment to providing basic telephone service to California residents. The reality: AT&T can already modernize its networks, nothing in current law stops them from upgrading to fiber. AB 470 gives AT&T a free pass to abandon a consumer protection that helps rural, elderly, and low-income Californians. This bill serves AT&T’s corporate interests, NOT community interests.
