Maybe PPs constituents recall 1986 CON Mulroney "workforce adjustment" policy. In CSC Pacific RHQ 110 layoff notices of 120 workers. #PSAC consulted same time letters landed on desks of many superior long-term employees. Loyal workers quit and trust was never regained.
