Does the latest N13.50 wage increase for security guards has any consequences? Kae Matundu-Tjiparuro That the security workers are working under unbearable conditions is absolutely an understatement. Because in modern-day free and independent Namibia, which is enormously wanting in social and economic justice, security guards are among the wretched of the workers, if not the wretched themselves.  Subjugated to the uncaring and indifferent disregard and don’t care attitude of the unions, having been unrepresented by any unions for sometime, as well as the government, that has been grossly negligent and derelict in its duties in terms of the necessary legislation to guarantee, protect, enhance and promote their rights. Indeed it has seemed like security workers do not have any rights at all, other than just on paper. As if their unbearable plight has not been playing itself out daily in the open and in public for all and sundry to see and do something about it. But without voice and ventilation.  Among the biggest culprits in terms of the exploitation of the security officers and subjugation, if not complete ignoring of their rights, have been and continue to be none other than some big corporations, especially in the retail industry. You name them all. Most of them are branches of their South African parent companies. Coming from the days of apartheid colonialism in South Africa and Namibia, till this day when their exploitation has and is continuing unabated. You name them all; they all are guilty of the gross exploitation of security officers. Highlighted by the blatant and flagrant disregard of their rights and freedoms. Reducing their remuneration to mere starvation wages, for lack of a better term to describe what security officers are daily subjected to. This is not as if these retail chains are not, every second and minute of the day, raking in thousands, if not millions, of Namibian dollars.  On the contrary, only affording the security corps starvation wages.   The highest-paid chief executive in South Africa was that of Shoprite, who in the 2024 financial year pocketed 83.3m. Yet, in Namibia, the minimum rate per hour of a security guard has only begun this year to be pegged at N$13.50.  Which comes to 23,436 per month. Which for that matter may be a strong maybe. Indeed, according to the Secretary General of the Namibia Security Workers Union (Naswu), Mikka Joseph, working conditions for the guards remain inhumane. Needless to say, that also pertains to their remuneration. Joseph affirms that the threshold of N$13.50 has yet to be realised, with many security companies refusing to comply.  The N$13.50 may be upped in 2016 to N$16.00 and N$18.00 in 2017. In lieu of the ever-increasing cost of living that Namibia has been constantly experiencing, which is particularly heavy on the ordinary people, least of all the security operatives, given their unenviable wages, starvation wages as they have been described by the unions, it remains to be seen how helpful the increase will be. Not to mention the continued non-compliance by the security companies.   But do the security guards, given the pressing economic times, have any choice? Not much! Beggars that they have been and are being reduced to, especially in the face of the seeming toothless unions representing them. Indeed one cannot be oblivious to the harsh economic climate in which the companies in the security sector, just like any other companies, have been operating. Equally, also not forgetting that most of the time, if not all, eventually none other than the ordinary person, workers, whose conditions are and have been all along pressing due to low, if altogether negligible and petty, wages. And inhumane working conditions have been and shall continue to carry the shocks of the unfriendly and debilitating negative economic climate.   The last minimum wage for security guards was N$10, set in 2017. This was a good eight (8) years ago. With an inflation rate that has been increasing monthly by 0.4%. The annual percent change in inflation then was 2.1%. Today it stands at 3.60. Is it any wonder if the companies have never considered any adjustment in the wages of the security operators mindful of inflation? Meaning the security guards, poorly paid as they are and impoverished, have been carrying the burden of bad economic times. Even with regard to the reset of the minimum wage of the guards this year to N$13.50 and subsequently to N$16.00 next year and N$18.00 in 2027, one cannot but wonder if the increase in the prices of especially the daily basic necessities has been and shall be factored in?  Amidst all these, it is clear that one of the problematics, or should one say the weak link, if not the weakest, in the implementation has been the lack of enforcement and/or implementation of the Security Enterprises and Security Officers Act (SESORB) of 1998 by none other than the government. That has not been able to gazette the regulations pertaining to this act. Twenty-seven (27) years since its enactment.  Yet the new President has been decreeing law reforms for delivery. While laws and/or policies are, in some cases, existent, the problem is a matter of implementation rather than their non-existence and/or inefficiency and ineffectiveness. Or bad policies, if you wish for it to matter. But simply one cannot ignore the rot, if not the sluggishness of the system due to lazy and/or reluctant, indifferent and uncaring implementers. Coupled with the watchdogs, particularly the unions in this regard that seem awfully to have been missing in action.  But what is and has been at play is the whole disposition of all the stakeholders towards the security guards, who are an integral part of Namibian workers. But to whom both the unions themselves and indeed the government, more than anything else, have only been paying lip service as far as the rights of the security guards in particular in this regard, and that of the workers in general, are concerned.  Because it is not and has not been within their ideological DNAs, for in the first instance they can never claim to having any ideological DNA. With both the unions themselves and the government co-opted and swallowed by capitalism, to which they have become vigilant keepers.  It thus remains to be seen what effects and consequences the Namibia Security Labour Forum (NSLF) shall have in the latest push to improve the security guards’ continuing and persistent plight. If it is not just another bluff to lull the guards themselves and their coopted unions in yet another lull.

A spokesperson for Nally Investments’ guards, Jacobus Basson, claims the company’s owner has been refusing to pay them the minimum wage rate of N$13.50, which was approved by the labour ministry in January. He wants them to sign a contract with a fixed salary of N$2 300 per month, Basson says. The labour ministry has approved the phased implementation of a national minimum wage for security guards. Security personnel are supposed to be paid N$13.50 per hour effective from 1 January, with further increases to N$16 in 2026, and N$18 in 2027. Basson says arbitration involving Nally Investment’s supervisor took place on 7 April. “. . . and we agreed to negotiate to pay the securities according to the labour rate as from January 2025 and the back pay as from 2023, but Nally Investment refused and came again with contracts for a fix salary of N$2 300 a month, and threatened that the guards must sign within seven days or they are fired,” he says. Basson says the group of guards have registered a labour case. “The owner just threatened us with her lawyer and refused to negotiate or talk to any security guard,” he says. The group is calling on minister of justice and labour relations Wise Immanuel to visit Keetmanshoop’s labour office. ‘MINISTRY MUST PAY MORE’ Nally Investments owner Nally Henog says the Ministry of Education, Innovation, Youth, Sport, Arts, and Culture, has to increase payments made to security companies to cater for the adjustments announced at the beginning of the year. She says she has written to the //Kharas directorate of education do so, but this was to no avail. “It’s not that I don’t want to pay – you cannot pay what you don’t have. I even followed up on our letter on 7 May and spoke to the finance department. I asked how much they owe us and when we can receive the payment. “The response was that they do not know how much the arrears involve or when there would be a response to our letters,” Henog says. She says the company has been paying the guards for overtime work since 2023 as the ministry does not cater for those days. “So in the absence of the funds I made the fixed salary offer to the security guards as an interim arrangement,” the owner says. Henog, however, denies threatening the guards with dismissal if they do not sign the proposed contracts. “My company operates very transparently. These guards even have access to the invoices we claim from the ministry,” she says. //Kharas education director Jesmine Magerman says the ministry could not make payments to adjust the rates of security companies since January as they had to wait for the ministry’s new budget, which came into effect in April. Magerman says the ministry was not aware that the Cabinet would approve the decision for an increased minimum wage for security guards, therefore, it was not catered for. “But currently we have their invoices and are busy doing the calculations of how much we owe them. It took a long time because we are short of staff as two accountants took transfers. “But I asked them this morning to ensure that we pay the security companies at the end of May,” she says. Nekundi orders Chico to ensure fair wage rates for security guards Works and Transport minister Veikko Nekundi has ordered China Henan International Cooperation Group (Chico) to ensure that its security services subcontractor signs contracts with its employees, and pays the required minimum wage for security guards by Wednesday. Nekundi gave this order on Sunday during a site visit to the Nepara-Nkurenkuru and Charlie-Catline Road in the Kavango West region. The security officers guarding the site are currently being paid N$8.75 per hour, and not the N$13.50 per hour as per the Namibian minimum wage for security guards. “By Wednesday, the Chico company must make sure that the security company gives its employees contracts, and they must be signed stating the fair wage rate. Failure to do so, their contract must be terminated,” he said. Nekundi further cautioned that the security company should not consider dismissing the current guards. He warned that any such action would necessitate Chico terminating their contract with the security firm. Nanyemba Hamutenya (32), an employee of the security company, said they work without any signed contracts and face inconsistent payment schedules. “We work from 06h00 until 18h00 before we change shifts, which is 12 hours together, but we are not getting enough,” he said. Hamutenya said he was happy with the minister’s intervention. “I just hope that things will change for the better and believe and trust this team of leaders can do good work. I never knew that the minister could also work on Sundays,” he said. Chico group project manager Wang Qiang told the minister that if they do not encounter any delays, the Nepara-Nkurenkuru Road will be opened to motorists by July. Security guards at Rundu school demand outstanding wages A group of 35 security guards working at state schools in the Rundu circuit say they have struggled to receive back pay from the education ministry since 2020, and risk unfair dismissal if they complain. The security guards and members of the Namibia Transport and Allied Workers Union (Natau) are stationed at various schools in the Rundu circuit in the Kavango East region. They complain of what they describe as poor working conditions and prolonged wage disputes with the Ministry of Education, Innovation, Youth, Sport, Arts and Culture. Group representative Paulus Ndara says despite their dedication to ensuring the safety of educational institutions, they have faced years of unpaid wages, intimidation and dismissals. Ndara recently shared his experience working 12-hour shifts after undergoing surgery without taking any leave. “We have waited for our wages since 2020, our calls for justice have been met with threats of dismissal,” Ndara said. Three guards at Dr Romanus Kampungu School – Augustinus Vihemba, Olvai Sivambo and Hiskia Kandonga – report that they were fired, replaced by guards from Tulikumo security company, and denied back pay they claim is owed to them. “We inquired about the termination, our finding is that the principal decided that our services are no longer needed at the premises,” Vihemba said. Natau field organiser Ladislaus Ihemba has said the union is aware of the payment delay and the replacement of the security guards at the school. “I was out of town when it happened, however, the decision is unfair because the agreement signed with the ministry [states] that any company which wins the tender bid must recruit [from] the current security guards at state schools,” Ihemba said. Ihemba said the union will investigate the matter and resolve the matter with the education ministry. Principal Thomas Zokka said recently that he told all the security guards about the school’s decision to choose the Tulikumo security company on 29 March. Kozza said he was given the mandate to award the company a three month temporary contract to supply six security guards. Tulikumo requested that three of those guards be already employed at the school based on their competencies and attitude. The Namibian recently contacted Lukas Mwira, Tulikumo’s manager, who confirmed the three-month tender award. “We negotiated to absorb three [currently employed security guards] because we still have some of our employees who are not having posts, thus we requested the school to give us the best candidate,” Mwira said. Kavango East education director Christine Shilima said the dispute around back pay is currently being addressed. “The issue of the security guards’ back pay is receiving my attention since it was reported to my office. I have assigned the chief accountant to do all administration work,” Shilima said. Shilima requested that the security guards submit all relevant outstanding information to her office in a timely fashion. “Regarding the dismissal of the security guards at Dr Romanus Kampungu are labour related matters [in] which I cannot intervene,” Shilima stated.
