Labour treating Scotland like an English dept of govt.
Yet Scotland is only getting an increase of 0.8% compared to ave. increases for England depts of 1.2% & NHS in England getting an increase of 3%.
The key question is why the UKGovt is prioritising spending in England not Scotland?
