thorough investigations of use of force incidents in Minneapolis, in Portland, and all other use of
force incidents by federal agents are thoroughly investigated and those involved are held
accountable to the fullest extent of the law.
State, county, and city law enforcement are on the front lines of keeping communities safe. They
provide essential services and have built trust with the people they serve. That trust has been
critical to reducing crime and violence across the state. But we are seeing firsthand the fear
created by the administration’s immigration enforcement tactics. That fear is deepened when
local law enforcement is shut out of federal investigations and treated as obstacles rather than
partners in addressing real crime."

Yesterday, 31 mayors across #Oregon sent a letter to Kristi Noem and Tom Homan, demanding that immigration enforcement be suspended until all use-of-force instances in Minnesota, Portland, etc. are fully investigated.

21-Year-Old Male | Springfield, OR

NARRATIVE OF INCIDENT:

On the afternoon of February 2nd, 2026, the SpringfieldPolice Department responded to investigate a road rageincident that occurred near the intersection of PioneerParkway East and C Street in Springfield. It was reported;two co-workers were driving to work together when theyobserveda vehicle in front of them traveling slower than thespeed limit. As they drove up beside the other driver, theyobserved he was on his phone. The other driver was lateridentified as 21-year-old Joseph Alford.

As the victims were next to Alford's vehicle, one of thevictims decided to make a comment to Alford about beinghis phone. Alford responded by pulling out a handgun andpointing it at them. The victims feared for their lives, drivingaway from Alford before reporting the incident to police.Through further investigation, Alford was identified as thealleged suspect. A background check revealed he was legallyprohibited from p0ssessing firearms.

Later in the evening, Alford was located at his residence andtaken into custody without incident. Springfield Detectiveswere contacted and requested to assist with theinvestigation. A search warrant was obtained to search thelocation for evidence of the crime. At the conclusion, twofirearms were located in Alford's possession. He wasarrested for two counts of Menacing with a firearm andUnlawful Possession of a Firearm and lodged at the Lane County Jail.
