While residents of the city can elect a non-voting member who is allowed to propose and debate legislation in the House of Representatives, people who live in the District cannot elect a voting member to either the House or Senate. This is why cars in D.C. have license plates that say, “End Taxation Without Representation” – which was one of the rallying cries of American patriots who revolted against British rule in the mid 1770s.
