Election reform rec's from @CivFed #TiGERTeam: proportional #RankedChoiceVoting of multiple seats at one time (assuming 7 CB seats, then 4 at one cycle then 3 the next cycle, overlapping). Each seat is 4 yr term. Maintain at-large for all seats (no districts).
