Because players are almost contrary by nature I didn't want to explicitly say 'Arcana is only for NPCs/mobs!' Instead I gave Arcana 6 Traits, instead of 5 like Body, Psionics, and Tech. Then going with the design choice of Personas requiring 6 Traits total.
