Phillipson: 'Little surprise' lawyers oppose SEND reform 'They want the system to remain as it is, because they make a profit, often out of exploiting parents'

The National Conversation about #sen reform is clearly over

A poor advocate, with a poor case, often shows themselves by making unfounded claims, rather than explaining their position. That is what is happening here.

Deflect & mislead. Again. Sigh.

They need more support. Access to SEN support has an enormously high bar. Getting an #EHCP is so hard, many parents forced to go to tribunals and face legal costs. The cost of children not getting early intervention will be seen in the coming years. #Autism

EHCP reviews are a major pressure point for local authorities. Evidence arrives late and in different formats, forcing teams to re-read and re-draft plans.

Government outlines major reforms to SEND support and introduces Individual Support Plans The UK government has announced significant reforms to the support system for children with special educational needs and disabilities (SEND) in English schools. Education Secretary Bridget Phillipson confirmed that pupils with the most complex needs will continue to have Education, Health and Care Plans (EHCPs). Starting from 2030, the number of pupils with EHCPs is projected to decrease gradually, with around one in eight transitioning to new Individual Support Plans (ISPs) by 2035. These ISPs will feature multiple tiers of support, including 'targeted' and 'targeted plus', and will be accessible without a formal diagnosis. The government aims to make ISPs legally enforceable, personalized, and easily available, reducing bureaucratic barriers for families. Assessments for the new system will begin in September 2029, with no changes to current support until at least September 2030. Children moving from EHCPs to ISPs will retain the right to request mainstream placements, and special school placements will only change if chosen by the family. The reforms come with a £4bn investment to make the SEND system more inclusive. While some stakeholders expressed concern about the narrowing of EHCP eligibility, others welcomed the reforms for potentially providing earlier and more accessible support for all SEND children.

Government Proposes Changes to SEND System in England Amid Parental Concerns The UK government has released its Schools White Paper, outlining major reforms to the Special Educational Needs and Disabilities (SEND) system in England. Starting in September 2029, children's eligibility for Education, Health and Care Plans (EHCPs) will be reassessed at key stages, and by 2035 EHCPs will be limited to children with the most complex needs. New Individual Support Plans (ISPs) will be introduced and categorized as targeted, targeted plus, or specialist. The government plans to invest £4 billion in SEND support over the next three years. While Education Secretary Bridget Phillipson emphasizes the government's commitment, parents and advocates express concerns that the reforms could reduce children's rights and support. Families worry that children who have benefited from EHCPs may lose essential support during secondary school. Advocates like Marsha Martin and Ailith Harley-Roberts highlight risks of destabilizing children, particularly for neurodivergent students. Educators like Penny Hesselgrove and Russell Clarke stress challenges around staffing, implementation, and sustaining ISPs. Councils, including Somerset, welcome reform but warn of ongoing financial pressures and the need for practical solutions. Overall, the proposals aim to focus resources on children with the highest needs and enhance inclusion, but questions remain about the feasibility and long-term impact on families and schools.

EHCPs cover such a wide range of needs, educational, physical, medical and emotional. Often one teacher and one TA will have multiple children on plans in a class but the needs can be complex and varied so putting them all next to the TA and hoping for the best is not a workable solution #SEND #EHCP

The scale of EHCP plans is evident in this extraordinary chart - a 50 percent increase in just ten years. Phillipson is totally right to put focus on enabling mainstream schools to support less extreme EHCP plans, and tighten the classification. #wato #EHCP
