Government outlines major reforms to SEND support and introduces Individual Support Plans The UK government has announced significant reforms to the support system for children with special educational needs and disabilities (SEND) in English schools. Education Secretary Bridget Phillipson confirmed that pupils with the most complex needs will continue to have Education, Health and Care Plans (EHCPs). Starting from 2030, the number of pupils with EHCPs is projected to decrease gradually, with around one in eight transitioning to new Individual Support Plans (ISPs) by 2035. These ISPs will feature multiple tiers of support, including 'targeted' and 'targeted plus', and will be accessible without a formal diagnosis. The government aims to make ISPs legally enforceable, personalized, and easily available, reducing bureaucratic barriers for families. Assessments for the new system will begin in September 2029, with no changes to current support until at least September 2030. Children moving from EHCPs to ISPs will retain the right to request mainstream placements, and special school placements will only change if chosen by the family. The reforms come with a £4bn investment to make the SEND system more inclusive. While some stakeholders expressed concern about the narrowing of EHCP eligibility, others welcomed the reforms for potentially providing earlier and more accessible support for all SEND children.
