My hometown airport, Fukuoka Airport ( #FUK ) curfew strikes again. JAL331 was delayed 90m for maintenance, missed 10 pm, and had to fly back to #HND via a refuel at KIX.

Can someone tell me why they return to departure and not ETOPS-like alternative airport like Kitakyushu?
