The following statement is in response to the Fiscal Year 2027 Operating 
Budget proposal from Illinois Gov. JB Pritzker: 

We have questions about some of the revenue proposals introduced today by Gov. JB Pritzker, but his proposed Fiscal Year 2027 budget responsibly limits new spending. Prudent fiscal management is 
vital for the promotion of economic growth, responsible tax structures, and the efficient delivery of critical government services. As such, we believe this budget proposal provides lawmakers the opportunity to address instances where Illinois is an outlier, including:
  
Removing the limitation on Illinois Net Operating Loss (NOL) deductions. This limitation went into effect as Illinois state government grappled with the COVID-19 pandemic. While our preference is to fully lift the NOL deduction limitation, we understand the Governor and General Assembly are facing fiscal challenges. The Governor’s proposal today recognizes the need to phase out this limitation. We look forward to his proposal becoming legislation. Lawmakers must recognize the pandemic is 
over and that Illinois’ NOL limitation hinders growing the tax base through economic development.  

Eliminating Illinois’ unfunded pension liabilities. We believe the Illinois General Assembly should seriously consider the Governor’s proposal to fully-fund state pension systems and increase the State’s contribution when legacy debts are paid off. Accelerating pension payments reduce long term interest costs and would save taxpayer money. Unfunded pension liabilities are a key reason taxes are higher in Illinois. More information on how Illinois’ taxes compare with other U.S. states is available in our most recent Chartbook.  

We look forward to working with the Governor and General Assembly throughout this budget process.
