Ondangwa residents, LPM oppose plot subdivision Allexer Namundjembo Residents from Ondiyala and Onantsi in Ondangwa, together with the Landless People’s Movement (LPM), have called on the Ondangwa Town Council to reverse its decision to subdivide and reallocate residential plots The petition comes amid concerns that long-standing land rights are being ignored. Silas Moses, a member of LPM’s political action committee, said some affected plots, including erven 5253, 5254, and 5255 in Ondiyala, have been lawfully occupied since 2000. “These are not just pieces of land. They are homes where families have lived peacefully since the year 2000. We cannot allow decisions that uproot communities without proper consultation or compensation,” he said. Moses also questioned the status of plots 493 and 494 in Onantsi, which he claimed are linked to public officials but remain vacant. “While these plots remain vacant and unused, many people in our community continue to struggle to access land. We are asking the council to be transparent and allocate these plots to those who genuinely need them,” he said. The petition submitted to the council cites Article 16 of the constitution, which protects property rights, and Article 95, which promotes fair access to land and housing.  It also references the Local Authorities Act of 1992, which outlines transparent governance and community consultation. Moses  warned that the subdivision and reallocation of land could lead to indirect forced evictions, which would violate both the constitution and international guidelines, including the African Charter on Human and Peoples’ Rights and UN-Habitat’s recommendations on secure land tenure. “For over twenty years these families have lived peacefully on their land. To now disrupt their homes without due process would be unjust and unlawful,” Moses said. He called for engagement between the council and residents.  “We are not against development. What we want is fairness, transparency, and respect for those who have legally settled here for many years. The town council must engage with the community and ensure our voices are heard and protected.” Responding to the concerns, Ondangwa Town Council spokesperson Petrina Shitalangaho said the affected land is zoned as a public open space and is not suitable for housing. “The presence of an earth dam in the area poses serious safety risks, especially to individuals intending to erect informal structures,” she said. Shitalangaho added that the land is only suitable for gardening or community greening activities, and that residents had been informed of this during several meetings. “All the illegal land occupiers were informed of this during several meetings we had with them, which led to them writing a letter to us. But the council cannot allow lawlessness to happen, especially in this area, which is not safe for them,” she said. “Council’s position remains firm; it will not endanger the lives of any persons by permitting occupation or development on land deemed unsafe,” she said.  She confirmed that no structures will be allowed on the site, and illegal occupation will be dealt with under applicable laws and regulations. Similar land disputes have surfaced in Windhoek and Oshakati. In Windhoek, informal settlement residents have taken local authorities to court after land reallocations without consultation.  In Oshakati, residents raised concerns about land initially allocated by traditional authorities now being redistributed, raising fears of community instability. Reports from the Namibia Housing Action Group and the Namibia Land Reform Program indicate that access to land remains a major challenge in Namibia, worsened by limited community involvement in the planning process.

Referees paid peanuts for matches Erasmus Shalihaxwe Landless People’s Movement (LPM) parliamentarian Utaara Mootu has raised concern over the low wages and non-payment of football referees, warning that the situation exposes them to bribery and undermines the integrity of the sport. “Referees are paid as little as N$50 to N$400 per game, despite the physical, emotional, and professional demands of their work,” Mootu said in parliament this week. She directed her concerns to the minister of education, innovation, sports, youth, arts and culture, Sanet Steenkamp, questioning the ongoing delays in payments by the Namibia Football Association (NFA).  Mootu said some referees have reportedly gone unpaid for over three months. According to Mootu, officials in the third division and women’s regional leagues have not received payment since March 2025.  Referees in the Debmarine Premiership have been unpaid since April, while those in the first and second divisions and the FNB Women Super League have not been paid for two months. “Match officials have repeatedly inquired about their salaries and have been met with the response that ‘there is no money’. This amounts to institutional neglect and places livelihoods at risk,” she said. Mootu called for answers on when the ministry would present a full plan to professionalise sports in the country, as promised in the 2025/2026 budget. She asked whether any research or feasibility studies had been conducted to inform the agenda and who the contracted consultants or institutions responsible for compiling the data were.  She also questioned how these stakeholders were selected and what their key findings were. “Can the minister confirm whether they have consulted the Namibia Football Association and are aware that referees, match assessors, and other officials remain unpaid for extended periods? Beyond referees, who else is owed outstanding payments, and what timelines have been committed for their payment?” She asked. Mootu demanded to know the immediate steps the ministry will take to resolve the unpaid referee crisis, stating that the issue is no longer just administrative. “This is a bread-and-butter matter affecting individuals who support households, children, and broader communities,” she said. She also asked what systems or policies would be introduced under the professionalism plan to ensure referees, players, and coaches receive prompt, transparent payments, especially during national and international competitions. “While respecting the independence of the NFA, what oversight mechanisms will the ministry employ to safeguard accountability, financial transparency, and institutional integrity in the administration of sports?” she added. Unpaid referee fees remain a persistent issue within the football community. In 2018, top referees accused the NFA of owing them substantial amounts following their participation in the Debmarine Namibia Cup.

LPM defends Swartbooi’s remarks on Luvindao Allexer Namundjembo The Landless People’s Movement (LPM) says it will not retract comments made by its leader, Bernadus Swartbooi, about health minister Dr Esperance Luvindao. During a press briefing held on Tuesday in Windhoek, Swartbooi referred to the minister as a “Congolese” while criticising the use of artificial intelligence in the health sector. The Swapo Party Youth League responded in a statement on Wednesday, calling the remarks “xenophobic and defamatory”.  The statement, issued by Youth League secretary Ephraim Nekongo, said Swartbooi’s comments were “unjustified and inflammatory”, factually flawed, and dangerously divisive. “We acknowledge and fully uphold the democratic principle that opposition parties must hold the government accountable, but we reject in the strongest possible terms the malicious tone, misleading content, and reckless intent of Swartbooi’s statement,” Nekongo said. “We will not stand by while leaders, especially women in leadership, are subjected to public bullying or unfounded attacks,” he added. LPM Khomas regional youth leader Junia Kaindjee defended Swartbooi’s remarks and rejected the Youth League’s accusations. “This is a poorly constructed and intellectually hollow attempt to silence legitimate political criticism,” Kaindjee said. He argued that the comments were not xenophobic. “If they claim Dr Luvindao is Namibian, where is the xenophobia? She is born Namibian, yes, but her ancestry is Congolese. That is a fact that can’t be denied. Xenophobia is defined differently, and conceptually, it cannot be exercised against a fellow citizen. Truth is not hate; it is accountability,” he said. Kaindjee said the LPM would not back down. “We will not apologise. We will not retract, and we will not stop until justice, truth, and dignity belong to every young Namibian,” he said. He also called on the Swapo Party to review what he called “tribalistic policies” that exclude other ethnic groups. “They must change. Unity cannot be built through exclusion and ethnic favouritism,” he said. Dr Luvindao was born in Namibia to parents who immigrated from the Democratic Republic of Congo.

Matundu-Tjiparuro rejects LPM’s genocide money distribution system Traditional authorities analyst Kae Matundu-Tjiparuro says any proposal on how to distribute reparations funds among the descendants of the Ovaherero and Nama genocide victims remains moot until Germany acknowledges that it is paying reparations. This comes after Landless People’s Movement (LPM) leader Bernadus Swartbooi, over the weekend said his party is currently developing a system similar to how Germany paid Jewish Holocaust survivors through organisations, including direct payments to survivors, as well as compensation for lost properties. The Holocaust was the genocide of European Jewish people from 1941 to 1945. Germany acknowledged that genocide and paid reparations. Matundu-Tjiparuro argues that there is currently no balance of power between Namibia and its former coloniser. He says Germany has maintained its stance that it is not paying reparations but development aid to the value of N$18 billion over 30 years, nullifying the need for direct payments to descendants of the victims. “In Namibia’s case, there are no reparations to talk about. Germany is giving bilateral aid for developmental projects to Namibia. Is there something wrong with this, no. Germany has been giving aid to Namibia since independence. There exist modalities already for how these payments will be disbursed. So as long as there are no reparations on the table, there is no need for designing new payment methods,” says Matundu-Tjiparuro. Swartbooi branded the N$18 billion the German and Namibian governments agreed to as paltry, adding that the lowest cost for reparations should be around 10 billion euros (about N$204 billion). “The Jewish community received funds through organisations similar to what we envision for our own people – a large, registered trust, for instance, in New York or London, that invests the money on the stock exchange. “These funds would be managed by qualified professionals and overseen by reliable trustees, ensuring individuals receive direct payments while the capital continues to grow. We are developing a similar system and have already initiated discussions with companies in New York to facilitate this process,” said Swaartbooi. The 1904 to 1908 massacres are now widely accepted to be the 20th century’s first genocide, where about 65 000 of 80 000 Ovaherero and at least 10 000 of 20 000 Nama people were imprisoned in concentration camps. The majority died of diseases, abuse, and exhaustion under an extermination order issued by Germany. “It must be understood that the reparations claim against Germany for the mass killings of the Nama and Ovaherero communities committed during the German colonial period is grounded in international laws and conventions.” Swartbooi recommended that affected genocide victim descendants negotiate directly with the German government, and that the European nation issue a guarantee never to repeat any act of genocide against the Nama and Herero people, as it did for the Jewish people. The German government has pledged more than one billion euros in development aid over 30 years to benefit the descendants of the two targeted tribes, while stressing the funding should not be seen as payment of reparations in a joint declaration statement reached between the two governments. The bulk of the money is expected to go towards projects relating to land reform, rural infrastructure, water supply and professional training for communities of the Ovaherero and Nama descendants in the Hardap, //Kharas, Omaheke, Kavango East and West, Erongo and Otjozondjupa regions. However, the affected communities have rejected the joint declaration and the N$18 billion over 30 years offer. Swartbooi says LPM will retain Hardap, //Kharas regions Landless People’s Movement (LPM) leader Bernadus Swartbooi says his party will retain its two stronghold regions in southern Namibia in the upcoming regional and local authority elections in November. The party has shifted its focus to the November elections and will not take part in by-elections taking place on 17 June. The party will, however, endorse other opposition parties’ candidates running in the by-elections, Swartbooi said in a recent interview with OneAfrica. Speaking on Saturday at a press conference at Keetmanshoop, Swartbooi said: “We will not be shaken. We will retain our two regions in the upcoming regional and local authority elections.” He said the two regions’ inhabitants are behind the LPM as they are not convinced by the incumbent government’s leadership. He also said those trying to overthrow the LPM will not succeed as the party aims to retain its position. He added that it will carry on with its campaigns to engage community members. Swartbooi described free education for all as a far-fetched dream. He said a 100% government subsidy for education is not possible as the government is already struggling to address water issues in the country and given the fact that it is relying on foreign funding. He said the disparity between the education budget of N$24 billion and the development budget of N$12 billion is a concern. “How do you ecpect to create jobs when the education budget is double the development budget? “Now you educate students to go work where if industries are not being created. This government has failed the citizens once again,” Swartbooi said. He said his party has made strides in developing the region with more work still under way. He revealed that the party will soon present to the public its achievement report during its past five-year rule to unpack its achievements, challenges and future plans. Swartbooi acknowledged the chaos that has been happening at various local authority councils pertaining to chief executive officers and administration. One particular instance is at Karasburg, where the town’s finance manager and mayor were arrested for contravening the Local Authorities Act by changing authorisation signatures and appointing a chief executive without the line ministry’s approval. Swartbooi assured that these issues will be a thing of the past, following a new strategy adopted to address councils at Rehoboth, Keetmanshoop, Mariental and Karasburg among others, inadequate capacity and an absence of substantive CEOs.
