Correcting something I missed - a #MeasureHLA slight. When City Council Public Wks Committee asked StreetsLA GM Mozee about #MeasureHLA work, Mozee responded saying that "related to MLA" StreetsLA was doing 1 project on MLK Blvd. But the city already claimed that MLK project was exempt from HLA.
The continuing L.A. City #LargeAsphaltRepair saga: in February, four Angelenos submitted #MeasureHLA appeals to the Board of Public Works asserting that "LAR" projects over 660ft long should have triggered HLA upgrades. labikas.wordpress.com/2026/03/01/s...
2 ways that might happen soonish:
- Metro, LADOT, Councilmember Hutt & others have been hosting some community meetings on extending existing bus lanes further south
- A couple of people have submitted #MeasureHLA appeals to force LACity to install bus lanes where La Brea was repaved
Lots more #MeasureHLA appeals coming to Board of Public Works, and ones they deny (like today) likely turn into lawsuits.
Motion author CD3 Blumenfield sent a rep to testify to Bd of Public Works, he said that Cm Blumenfield’s intention was to make it easier quicker to build bike lanes. CD3 staff was critical of Public Wks #largeasphaltrepair & failures on #MeasureHLA & bike safety

Yes - the city is fighting complying with #MeasureHLA requirements - in court, at the Board of Public Works, in changes to repaving practices, etc.. I think this basic video is good though - but probably should have come out circa April 2024 when HLA became law. Better late than never!

I expect this can be challenged under ADA law, and (barely alluded to in this short video) also #MeasureHLA. Just because the city calls a resurfacing a “repair” it doesn’t make it not resurfacing.

I'm working on a story on yesterday's appeals of the #MeasureHLA appeals in the City of Los Angeles and it's always infuriating the length the city will go to avoid making streets safer, even when the residents are begging and trying to legally require them to through ballot measures.
