FYI - a couple more #LargeAsphaltRepair #MeasureHLA appeals have been filed - post updated. So far LAR appeals on Eagle Rock, La Brea, Western, Nordhoff, and Vermont. (I personally filed the Vermont challenge) labikas.wordpress.com/2026/03/01/s...

Measure HLA at Two Years: a Timeline of How L.A. City has Resisted Safer Multimodal Streets - Streetsblog Los Angeles With just 300 feet of HLA upgrades in two years, L.A. City's main effort has been to actively block HLA progress

Today marks exactly 2 years since voters approved #MeasureHLA - requiring LA to install accessibility/walk/bike/bus facilities during street improvements. SBLA Editor Joe Linton recaps the HLA timeline la.streetsblog.org/2026/03/05/m...

For all those folks out there closely following my #MeasureHLA lawsuit: the judge postponed 3 things that were scheduled to be heard next week. Now they will be heard on April 3. I updated this explainer with the new date labikas.wordpress.com/2026/01/28/j...

Correcting something I missed - a #MeasureHLA slight. When City Council Public Wks Committee asked StreetsLA GM Mozee about #MeasureHLA work, Mozee responded saying that "related to MLA" StreetsLA was doing 1 project on MLK Blvd. But the city already claimed that MLK project was exempt from HLA.

The continuing L.A. City #LargeAsphaltRepair saga: in February, four Angelenos submitted #MeasureHLA appeals to the Board of Public Works asserting that "LAR" projects over 660ft long should have triggered HLA upgrades. labikas.wordpress.com/2026/03/01/s...

2 ways that might happen soonish:
- Metro, LADOT, Councilmember Hutt & others have been hosting some community meetings on extending existing bus lanes further south
- A couple of people have submitted #MeasureHLA appeals to force LACity to install bus lanes where La Brea was repaved

Lots more #MeasureHLA appeals coming to Board of Public Works, and ones they deny (like today) likely turn into lawsuits.

Motion author CD3 Blumenfield sent a rep to testify to Bd of Public Works, he said that Cm Blumenfield’s intention was to make it easier quicker to build bike lanes. CD3 staff was critical of Public Wks #largeasphaltrepair & failures on #MeasureHLA & bike safety

Updates on L.A. City Stopping Resurfacing, Instead Doing "Large Asphalt Repair" - Streetsblog Los Angeles Bureau of Street Services GM states that budget cuts forced them to pivot to "large asphalt repair." That practice ends up resurfacing streets partially, ineffectively, and inefficiently.

SBLA Editor @lintonjoe.bsky.social tries to make sense out of L.A. City repaving vs. " #largeasphaltrepair " which city leaders think gets the city off the hook for installing ADA curb ramps and #MeasureHLA bus/bike/walk/access upgrades la.streetsblog.org/2026/02/17/u...

Measure HLA Lawsuit Update – 22 October 2025 This week I, via my lawyers, filed a Motion for Summary Adjudication (see motion and statement of facts). Basically I am asking a judge to invalidate the city of L.A.’s Measure HLA ordinance.…

My lawsuit against LACity over #MeasureHLA will be in court next week: Wed Feb 18. But it won't be the big part of my case. There are 3 things I am contesting. Next week is a smaller wonky administrative chunk: asking the judge to nix the city's HLA ordinance. labikas.wordpress.com/2025/10/22/m...

Yes - the city is fighting complying with #MeasureHLA requirements - in court, at the Board of Public Works, in changes to repaving practices, etc.. I think this basic video is good though - but probably should have come out circa April 2024 when HLA became law. Better late than never!

Update on my #MeasureHLA lawsuit. Today we asked judge to issue a preliminary injunction against L.A. City basically saying that the city can't sign off on final designs for Vermont BRT project, unless they include HLA-required bus/bike/walk/accessibility. labikas.wordpress.com/2026/01/28/j...

A brief update on my #MeasureHLA lawsuit. I filed it it in April 2025, and it's now scheduled for trial in August 2027. But two of the smaller parts of the lawsuit could be decided in February and March 2026. labikas.wordpress.com/2025/12/22/d...

I expect this can be challenged under ADA law, and (barely alluded to in this short video) also #MeasureHLA. Just because the city calls a resurfacing a “repair” it doesn’t make it not resurfacing.

And the Board of Public Works denied the Pico appeal as "only restriping." That's all for this recap of yesterday's BPW hearing - overall they fully rejected 4 #MeasureHLA appeals and committed to planning to fix a walk-beg-button on 1 appeal.

I'm working on a story on yesterday's appeals of the #MeasureHLA appeals in the City of Los Angeles and it's always infuriating the length the city will go to avoid making streets safer, even when the residents are begging and trying to legally require them to through ballot measures.

One other small moment of irony in today’s #MeasureHLA hearing. The city had the audacity to use a photo I took (published at Streetsblog) *uncredited* - in its slide presentation against my HLA appeals. Left: Streetsblog. Right: LADOT slide today.
