We're trying to thwart what's basically a terrorist attack by Team Rocket and this MF's been sitting here waiting for us just so he can battle us again. Our Rival definitely has some skewed priorities, to say the least.
By this point, our Rival's starter Pokémon has fully evolved. In this case, his Charmeleon has finally become a Charizard. But my Starmie's there to put his fire out.

"SILPH CO. OFFICE BUILDING." Silph Co's office building is the tallest building in Saffron City, and a major "dungeon" in Pokémon Red/Blue. The building has been taken over by Team Rocket, and they are after the company's "Master Ball" technology, a special Poké Ball that can capture ANY Pokémon without fail. Easy to see why such an item would be desirable.
Normally, this Rocket grunt outside of Silph Co. would be blocking the door, preventing you from entering. However, after beating the Pokémon Tower, he will be found napping BESIDE the door, allowing you to enter.
