"Obviously when the staff say something is against the rules," said Ice, "we can't argue without seeing the rule book." She got out a computer and looked at it. "Some of the aledged rules are contradictory. For example, they claimed that Pardnis was justified in stabbing Eleprin because she'd criticized Nuhara but when Cloud punched Igrad for teasing him about Yoho's avatar living on Earth after the nuclear war, Cloud was judged to be in the wrong."
I think mention of his, now deceased, son shocked Bringarin into waking up a bit.
"What provocation justifies what retaliation?" I asked.

"What is your obsession with rules?" asked Clitharo.
"You can't just decide what was right retroactively after the event!" said Printorac. "For one thing that facilitates discrimination."
"You're legally required to have rule books," said Ice, "and run your schools according to their rules and to show them to students and their parents or guardians. You've flagrantly failed to do that for centuries but our complaints about it have been ignored!"
