That would be Stan Lee and Jack Kirby, they came up with the concept of the Inhumans around 1965, in an interview transcribed by the Kirby Museum, Lee discusses Black Bolt's unique ability "... we always try to give a character a hangup so his hangup is he doesn’t speak. Now, I’m quite sure he’s the first non-speaking superhero..." in other words Lee wanted a character who couldn’t speak as an interesting narrative twist — it was part of giving the character personality and dramatic tension, because speech is such a basic human trait. Black Bolt’s destructive voice wasn’t just a random ability — it was conceptualized to show how dangerous power can force someone to control themselves, literally to be silent to protect the world.
