CPBN awards N$7.5 billion contracts in eight years Allexer Namundjebo The Central Procurement Board of Namibia (CPBN) has awarded public procurement contracts valued at N$7.5 billion over the past eight years. These contracts have been issued since the board’s establishment in 2017. The figure was revealed on Monday during the CPBN board stakeholders’ engagement with current contractors. CPBN board member Julinda !Garus-Oas said the amount includes N$1.3 billion for 36 contracts awarded for goods, N$1.9 billion for 80 service contracts, and N$4.4 billion for 63 projects. Opening the session, CPBN board chairperson Mary Shiimi stressed that procurement plays a key role in national development.  She said contracts with CPBN and government ministries involve public resources that must be awarded and executed fairly, transparently, and lawfully. Shiimi expressed concern over delays, cost overruns, and poor quality in the execution of public projects.  “Few projects are completed on time. Many projects exceed budget. Quality is a concern for some. Security guards are often not paid in line with wage orders. Meals and services sometimes fall short of specifications. This is unacceptable,” she said. She explained that the meeting was called not to assign blame but to find solutions.  “These are the realities that prompted the Board to initiate this engagement session, to seek improvements and institute corrective measures,” she said.  Shiimi urged contractors and public entities to comply with agreements, meet timelines, and uphold quality standards. Her remarks come as Namibia implements its sixth National Development Plan (NDP6), which prioritises investments in transport, energy, health, and education.  “Today is not about judging who is right or wrong. It’s about finding common ground for improved service delivery and speed of execution within the ambit of the law,” she said. Meanwhile, board member Abrie Collard highlighted the importance of ethics and integrity in procurement.  He warned that bidders or suppliers engaging in corrupt, fraudulent, or coercive practices face fines of up to N$5 million or 10 years’ imprisonment. Collard added that the board will continue to apply section 68 of the Public Procurement Act to seek debarment or blacklisting of entities involved in conflicts of interest. The engagement brought together board members, management, current contract holders, and representatives from public entities.  It ended with calls for accountability, dialogue, and stronger collaboration to ensure procurement supports national development. The CPBN has in recent years faced legal battles over high-profile tenders, delays in awards, and challenges with fraudulent or defective bid documents.  Courts have at times found procedural flaws that forced re-evaluations or cancellations.  Limited capacity, evaluation delays, and the complexity of the Public Procurement Act have further slowed processes, drawing criticism from stakeholders and the public who accuse the board of inefficiency.

Pupkewitz backs national growth with N$10m Allexer Namundjembo The Pupkewitz Foundation has pledged N$10 million for national development and community upliftment across the country. Pupkewitz Foundation chief executive officer Meryl Barry announced the commitment during a press conference held in Windhoek on Thursday.  The pledge marks a tribute to the foundation’s 100-year legacy and a promise to Namibia’s future. “Signifying N$100,000 for each of the 100 years of being in business, the Foundation reinforces its commitment to national development and community upliftment,” said Barry. She said the money would be directed to six focus areas: education, health, community care, environment, sports, and arts and culture. “These pillars are not abstract ideals; they are grounded in real projects, real partnerships, and real impacts,” Barry added. Namibia Sports Commission (NSC) chief administrator Simataa Mwiya welcomed the pledge, saying the foundation continues to support local sport. “The foundation has become a pillar of support for our sport federations from grassroots initiatives to elite performance,” said Mwiya. The ministry of education, arts, and culture also praised the foundation’s efforts. In a statement read on behalf of minister Sanet Steenkamp, the ministry commended the Foundation’s collaborative approach. “This aligns with our national strategy and indeed with our own call to action, Friends in Education, because no government alone can meet the demands of equitable education,” Steenkamp said. The Pupkewitz Foundation has a long history of supporting key sectors that drive Namibia’s socio-economic development.  It has invested in health, housing, education, and community-based projects. During the COVID-19 pandemic, the foundation donated 21 tonnes of oxygen to the Namibian government.  It has also invested more than N$4.5 million in health projects and donated an office building valued at N$2.7 million to Onandjokwe Intermediate Hospital. To help address housing needs, the foundation has worked with Ohorongo Cement and FNB Namibia to provide affordable housing.  It also contributed N$1 million to the Shack Dwellers Federation of Namibia. In the area of education, the foundation supported the Namibian School Feeding Programme and partnered with Hollard Insurance to build kitchens and supply equipment to schools in northern Namibia. The foundation also supports community events, including the Pupkewitz Jetty Mile, as well as other projects that promote social well-being. All its initiatives focus on expanding opportunities and uplifting communities through long-term impact and sustainable transformation.

Higher internet speeds could enhance national development Niël Terblanché The country’s national minimum broadband speed could soon increase tenfold, if proposals under discussion at a stakeholders’ meeting hosted by the Ministry of Information and Communication Technology come to fruition. The executive director, Audrin Mathe, spoke at the gathering in Windhoek on Wednesday, where he outlined the rationale for raising the country’s standard download speed from 2 Megabits per second (Mbps) to 25 Mbps and upload speed to 3 Mbps. “The question before us is not whether these technologies can deliver the required performance, but rather how we can deploy them efficiently, equitably and affordably,” he said. He acknowledged the technical and geographical challenges posed by legacy technologies like 2G and WiMAX but expressed confidence in the capabilities of 4G, 5G, fibre optics, and high-throughput satellite infrastructure. The meeting was not just a policy consultation, but a decisive call to action for government, private industry, regulatory bodies and civil society. “Broadband access and speed are critical catalysts for economic development and social equity. This engagement provides a platform for us to align our strategic objectives, share insights, and explore practical strategies to redefine the standards of connectivity in our country,” he said. Mathe warned that, despite progress, Namibia still faces a wide gap between available internet speeds and the demands of modern society. He added that faster broadband was essential for nearly every aspect of daily life, from education and healthcare to innovation and governance. “The decisions we make in this room will shape the digital experiences of students in remote classrooms, entrepreneurs launching new ventures, healthcare providers serving rural communities, and families connecting with loved ones across distances,” he said. He urged participants at the meeting to allow their decision-making to be guided by empirical data, technological innovation and the collective will to build infrastructure and policies that serve not just the country’s present needs, but those of generations to come.
