During a 2026-27 #pabudget hearing, I spoke with leaders from the PA State System of Higher Education and PA Commission for Community Colleges about my proposal with Rep. Kristin Marcell (R-Bucks) to establish dedicated funding for community colleges to support these programs.

2026-2027 Pennsylvania Budget Proposal Invest in Child Welfare $658,000 proposed to expand call-taker staffing for PA Human Services' 24/7 ChildLine hotline and provide additional training, giving caseworkers the resources needed to effectively triage calls and properly refer reports to protect children and support families
The Department of Human Services (DHS)’s ChildLine hotline operates 24/7 to be available to anyone concerned about the safety of children but growing call volumes and emotional nature of the work has strained staff.

Governor Shapiro believes child care workers are the workforce behind the workforce. High-quality early learning helps children thrive while allowing parents to pursue their careers, yet Pennsylvania continues to face shortages of quality child care providers.

“We also welcome the critical mass of support building among state legislators for a decent minimum wage. Nearly all of our greatest challenges as Pennsylvanians – from home care worker shortages to public services like mass transit stuck in the 2000s – are tied into our having the lowest minimum wage in the region. Senate Republicans must stop blocking bills to raise the minimum wage so that Pennsylvania’s workforce can prosper and grow.
PA's minimum wage has been stuck at $7.25 since 2009 - suppressing workers' earnings potential and ability to save and plan for their futures. All six states that neighbor the Commonwealth - even West Virginia! - offer a higher minimum wage to hourly workers. #PAbudget #RaiseTheWagePA
