#QueryManager should give us "I'd rather burn in Hell" as a second option for "no":
My inner programmer wonders why #QueryManager doesn't code in all agents at an agency as being "not available" when the agency states "only submit to one agent". When authors submit through QM it could easily have code do that for submitters so they can't spam everyone in spite of being told not to.
