New Orleans City Council puts brakes on new second line rule The proposed regulation would have required trolley operators to hold a $5 million insurance policy to participate in second line parades.

The controversial "trolley tax" that was to have taken effect for the start of this year's second line season has been stopped by a unanimous vote by the City Council!
