As Duncan is taking on coal, Turles from M.O.D came by. He decided to tell Duncan the intel on how some tourists were approaching near the base, so they fired warning shots at them and got them on the run.

Bill and Ben ask "Who are you?", Donald and Douglas reply "We're you but less annoying". This refers to Donald and Douglas' mischaracterization in the CGI episodes, though model episode Twin Trouble also fits.
Douglas' speech minus Scottish accent (represented by Scottish flag) equals Oliver's speech. The joke is that they have the same voice actor and may sound similar.
