Chilas sit-in for Diamer-Bhasha Dam compensation enters 7th day GILGIT: A sit-in protest in Chilas by hundreds of people affected by the Diamer-Bhasha Dam project continued for the seventh consecutive day on Saturday as the ministerial committee formed to address their grievances held its first meeting. The people affected by the project are protesting for a 31-point charter of demands. The protesters are demanding that the Water and Power Development Authority (WAPDA) honor agreements signed in 2010 and provide compensation for the lands they gave up. On Saturday, a delegation from Nagar district, led by religious figures, Opposition Leader in the G-B Assembly Kazim Mesum, and several other religious and political leaders, joined them in Chilas to show solidarity and support. Addressing the gathering, Allama Syed Baqir Hussain said that the oppression and injustices faced by the people of Gilgit-Baltistan were not just the story of today and yesterday, but they have been enduring them for 75 years. "A policy of divide and rule was implemented by the rulers, but now the people of Gilgit-Baltistan, especially the people of Diamer, have awakened. This policy can no longer continue. InshaAllah, the voices of Diamer will be the voices of Gilgit, and the voice of Diamer will also be the voice of Nagar," he said. Allama Hussain said the people of Diamer sacrificed their homes and markets for the construction of the dam, yet they have not received compensation, and the government treats their grievances as if they are of no importance. "The dam compensation is not just a local issue; it is an issue for all of Gilgit-Baltistan and Pakistan. As the protest continues, if their issues are not resolved, they will paralyze the entire Gilgit-Baltistan," he affirmed. Later, the protesters marched towards the Karakoram Highway, where they staged a sit-in. The KKH remained open for traffic. The protesters initially announced plans to march toward the Diamer-Basha Dam construction site on Monday. However, they later decided against it as a high-level committee under the chairmanship of Federal Minister for Kashmir Affairs, Gilgit-Baltistan, and SAFRON, Engineer Amir Muqam was formed. The committee held its first meeting on Saturday under the chairmanship of Minister Amir Muqam. He said as per the directives of Prime Minister Shehbaz Sharif efforts were being made for compensation, the Water and Sanitation Scheme in Chilas, schools, and other projects. Center to form body to address grievances of Diamer-Basha Dam affectees GILGIT**:** As Diamer-Basha Dam affectees continued their protest for a 31-point charter of demands for the second consecutive day on Monday, the federal government announced the formation of a high-level committee to address their grievances. The decision was taken during a high-level meeting convened to discuss the unresolved issues of the Diamer-Basha Dam affectees, including compensation for ‘Missing Chulha’ affectees and the delayed implementation of confidence-building measures (CBMs). The meeting was attended by Federal Minister for Kashmir Affairs and Gilgit-Baltistan Engineer Amir Muqam, Gilgit-Baltistan Chief Minister Haji Gulbar Khan, Chief Secretary, Water and Power Development Authority (WAPDA) Chairman and senior officials from relevant departments. Speaking at the meeting, Chief Minister Haji Gulbar Khan expressed serious concerns over WAPDA’s failure to implement key decisions, warning that frustration among the affectees had reached its peak. He pointed out that despite multiple meetings and the finalisation of terms of reference (TORs), the ‘Missing Chulha’ compensation remained unpaid, and employment opportunities for displaced families had not materialised. The chief minister stated that the unnecessary delay in CBM projects was deepening the sense of deprivation among the affectees. He emphasised that even after 12 years, there has been no significant progress on initiatives meant to benefit local communities. Kurram convoy attacked again, driver injured, truck looted Gulbar Khan called for the immediate disbursement of the 'Chulha Package' and demanded the formation of a federal-level empowered committee to address the grievances of the affectees. He also urged WAPDA to transfer CBM project funds to the provincial government to expedite their implementation. On the occasion, Engineer Amir Muqam assured attendees that the legitimate demands of the affectees would be addressed without further delay. He instructed WAPDA to ensure the prompt payment of ‘Missing Chulha’ compensation and to accelerate work on CBM projects. The minister announced that, under the directives of the prime minister, a high-level committee would be formed, which will visit Gilgit-Baltistan within the next two days to hold discussions with affectees in Chilas and take decisive steps to resolve their “legitimate demands”. Amir Muqam reiterated that the sacrifices of the Diamer Bhasha Dam affectees would not be overlooked and assured that their concerns would be addressed urgently. Meanwhile, the Diamer administration held negotiations with protesters at a local hotel in Chilas, which failed to convince them to postpone their demonstrations. The committee overseeing the protest announced that the demonstrations would continue until the arrival of the federal committee for negotiations. "The federal committee, which will have full authority at the federal level, will be awaited for two days. If the committee does not arrive, the next plan will be announced at 10 am," announced the committee chairman, Molana Hazratullah. While talking to media, Molana Hazratullah said whenever a dam is constructed anywhere in the world, international regulations and laws are followed. “However, in the case of the Diamer-Basha Dam, which is a mega project, WAPDA has failed to honour even a single commitment made to the people of Diamer. The rights of the affectees have been completely ignored,” he alleged. Hazratullah added that from 2007 to 2025, the affectees had faced nothing but exploitation and deprivation, and they had been left with nothing but unfulfilled promises and assurances. "Eventually, after years of waiting, we have decided to initiate this movement under the slogan ‘Give us our rights, and build the dam.’ Our 31-point charter of demands is based on the rights that the dam affectees are entitled to under international laws. We have presented our demands before WAPDA, and we will not leave until they are met. If our demands are fulfilled, we will return home," he said. Hazratullah warned that if their demands were not met, they would continue their march towards the dam site. "We have started a long march from Siddique Akbar Chowk, and our destination is the dam construction site. We have now set up our camp here, and we will continue our protest. Either our demands will be met, or we will be given a satisfactory response. If not, we will announce our next course of action after negotiations with the government delegation," he added. Hazratullah said that if the federal government formed a ministerial committee and that committee sat down with them for talks and met their demands, they would call off their protest. After a six-hour-long protest at the chowk, the protesters marched towards the Karakoram Highway and staged a sit-in without blocking the road. They announced their intention to march towards the Diamer-Basha Dam construction site. However, they later decided against proceeding towards the dam site as a high-level meeting was convened in Islamabad.

Earlier on Friday, the affectees gave a 48-hour ultimatum for their demands to be met and unveiled a 31-point charter outlining their concerns regarding compensation. Upon the ultimatum's expiry, people from the suburbs of Diamer converged on Chilas town and gathered at Siddique Akbar Chowk. The protesters, comprising local residents, lawyers, landowners, and religious leaders, called for fair compensation, resettlement, and infrastructural development in the region. They accused WAPDA of failing to fulfill commitments made to those impacted by the multi-billion-dollar Diamer-Basha Dam project. GB Chief Minister announces land reforms; urges NFC revision Chanting slogans against WAPDA, the demonstrators demanded the immediate implementation of their demands, which include adequate compensation, employment opportunities, and access to basic facilities such as roads, healthcare, and education. "We sacrificed our ancestral lands for the dam, but the government has not honored its promises," said one of the speakers. During the gathering, the protesters announced a "ceasefire" in their long-standing enmities until their issues are resolved. They also took an oath to uphold this commitment. Diamer is a tribal area where hundreds have lost their lives due to longstanding feuds. Later, the protesters marched towards the Karakoram Highway. Upon reaching KKH, they staged a sit-in at a ground without blocking the road. The protesters announced that they would march towards the Diamer-Basha Dam construction site on Monday. The protest organisers emphasised that their demands must be met to ensure justice for the thousands of people displaced by the dam project. Showing solidarity with the protesters, traders in Chilas also observed a complete shutter-down strike, bringing commercial activities in the city to a halt. SNGPL faces financial turmoil with Rs148.5 billion in outstanding dues from power sector ISLAMABAD: Sui Northern Gas Pipelines Limited (SNGPL) has announced that it is grappling with a significant liquidity crisis, attributed to outstanding dues amounting to Rs 148.5 billion from the power sector. The company warns that the current financial predicament could threaten its sustainability and compromise its overall financial stability, reported the Business Recorder. The company says it is struggles to meet commitments to upstream gas suppliers due to the considerable arrears owed by the power sector. Of the total dues, Rs29.403 billion is owed by Guddu Power, followed by Nandipur with Rs9.821 billion, TPS Muzaffargarh at Rs1.355 billion, GTPS Faisalabad with Rs1.788 billion, and GTPS Shahdra at Rs175 million. Other significant amounts include SPS Faisalabad (Rs93 million), NGPS Multan (Rs56 million), rented power units at Bhikki (Rs116 million) and Sharqpur (Rs161 million), totalling Rs42.968 billion. SNGPL ramps up efforts to combat gas theft in Islamabad SNGPL has specified that Rs35.294 billion of this amount is undisputed. In contrast, disputed gas charges total Rs34.344 billion, with a Late Payment Surcharge (LPS) on gas charges amounting to Rs78.088 billion, bringing total receivables to Rs147.726 billion. When including Rs688 million for Gas Infrastructure Development Cess, the total reaches Rs148.414 billion. The undisputed amounts against other power entities include Rs13 million from Kapco, Rs786 million from Engro Energy, and Rs17.033 billion from Liberty Power. The cumulative outstanding debt from these and other companies, such as Orient Power, FKPCL, and Sapphire Power, totals Rs17.836 billion. Additionally, Rs277 million is owed from disconnected WAPDA rented power units (Bhikki and Sharqpur), with further outstanding amounts of Rs77 million from WAPDA disconnected units and Rs88 million from the disconnected IPP, Davis Energen. The company has urged the Directorate General (Gas) at the Petroleum Division to engage with the Power Division to expedite the release of funds to WAPDA, IPPs, and Government Power Plants (GPPs) so that they can settle their debts to SNGPL, allowing the company to meet its obligations to gas suppliers.
