What we will discuss. Policy options: Clarify applicability of sanctuary code protections to County offices, employees and contractors. Consistent signage and process for restricted access areas. Annual training on Sanctuary rights, staff expectations and resources for employees and community members. Data collection and privacy protections. Prohibit the County from entering into contracts with the federal government to operate or sell properties to be used as immigration detention centers.
Additional topics for discussion based on Board feedback from the March 3, 2026, board briefing: Potential updates to Land Use regulations to address potential immigration enforcement facilities and/or uses in unincorporated areas. Potential updates to Chapter 9 County Code employment provisions to address employee concerns and improve accountability. Other training (not mandatory) such as: Know Your Rights, what to do if ICE comes for a coworker or you, and how to fill out incident reports.
