AfDB-backed rail project picks up pace   Chamwe Kaira  The upgrading of the railway line between Kranzberg and Otjiwarongo is gaining momentum, with sites already handed over to the contractor. Equipment for the project is expected to arrive soon, while other works, goods and services are still at documentation or procurement stage, according to Robert Kalomho, a senior official at the ministry of works and transport.  The project is funded by the African Development Bank Group (AfDB).  Kalomho said all 11 components under the transport infrastructure improvement project phase I, which involved upgrading the Walvis Bay to Kranzberg railway line, have been completed. In October 2023, the AfDB approved a loan of US$196.43 million for Namibia to implement phase II of the transport infrastructure improvement project.  The loan covers 51.8% of the total cost, with the Namibian government contributing the remaining 48.2%. The project supports Namibia’s Vision 2030 by addressing railway infrastructure bottlenecks and strengthening the country’s logistics value chain.  It aims to boost trade competitiveness in Namibia and the southern African sub-region. The work includes constructing 207 km of new rail track close to the existing line between Kranzberg and Otjiwarongo, using concrete sleepers and new rails.  It also involves building 16 bridges, renovating two stations, and procuring 55,000 tonnes of rails to build 518 km of track. Other components include modernising the railway signaling system along the Walvis Bay–Tsumeb line to improve reliability, safety and capacity. According to the AfDB, phase II will bring to 417 km the total rail upgraded with its support, following the earlier 210 km upgrade between Walvis Bay and Kranzberg.  AfDB said the project will be transformative for Namibia’s competitiveness, help the country achieve its goal of becoming a regional logistics hub by 2030, and support trade in neighbouring countries.  It is also expected to connect Namibia to Africa’s Copperbelt in Zambia and the Democratic Republic of Congo (DRC). The AfDB has previously funded the expansion of the container terminal at the Port of Walvis Bay.  It says the current project continues efforts to integrate Namibia regionally by improving port and rail infrastructure to move goods, support value chains and promote trade.

WBCG welcomes Tsodilo Resources’ support for rail infrastructure The Walvis Bay Corridor Group (WBCG) has welcomed the recent strong show of support from Tsodilo Resources for Namibia’s ongoing railway infrastructure upgrades and expansion plans.  The developments, particularly the rehabilitation of the Walvis Bay-Tsumeb railway line and the planned extension from Grootfontein to Katima Mulilo under the Trans-Zambezi Railway initiative, are critical to strengthening Namibia’s position as the preferred trade route for southern Africa. Tsodilo Resources Ltd, a Botswana-based mineral exploration company, has expressed interest in using the Walvis Bay Corridors to export its high-grade iron ore.  The company has plans to construct a rail link in Botswana that will connect via Divundu, further emphasising the strategic importance of the Grootfontein-Katima Mulilo expansion. “The upgrade of the Walvis Bay-Tsumeb railway line is incredibly positive, and it will enable us to handle shipments of over 20 million tonnes per year of high-grade iron (+67%) product to Walvis Bay. We have been engaging Namibia’s Ministry of Works and Transport, TransNamib and WBCG in evaluating various transport routes for our products, including Walvis Bay and the future port facility in the vicinity of Cape Fria in the Kunene region,” stated James Bruchs, chief executive officer of Tsodilo Resources.  Furthermore, he added that connecting through either Divundu or Katima Mulilo provides Namibia and southern Africa, with a world-class logistics hub linkage to international markets. Mbahupu Tjivikua, WBCG’s chief executive officer, noted that Tsodilo Resources’ commitment aligns with Namibia’s national development agenda of becoming the logistics hub for southern Africa.  “We continue to champion regional integration through advocating for improved infrastructure. The collaboration with Tsodilo Resources is a positive step toward unlocking the full potential of the Walvis Bay Corridors. This project supports our broader vision of facilitating the smooth flow of trade through strategic partnerships.”  In support of Tsodilo Resources project, WBCG is facilitating a stakeholder workshop that will include Tsodilo Resources, TransNamib, Namport and the ministries of works and transport of both Namibia and Botswana. Rail upgrade tender requirements exclude local businesses – Naloba Hertta-Maria Amutenja The Namibia Local Business Association (Naloba) says a recent government tender under the Transport Infrastructure Improvement Project (TIIP) Phase II could block local businesses from participating due to a high bid security requirement. The tender, issued by the Ministry of Works and Transport on 15 April, is for the supply of 48 48kg/m rails and turnouts.  It forms part of the upgrade of railway lines between Otjiwarongo and Tsumeb and between Otavi and Grootfontein.  The project is funded by the African Development Bank (AfDB) and follows the bank’s 2015 procurement framework through the open competitive bidding (international) method. Bidders are required to submit a bid security of N$33 million by 8 July at the ministry’s offices in Windhoek. Naloba, which represents local entrepreneurs, says the security requirement is too high and discourages Namibian-owned companies from applying. “Such security is too high for most locals, and it is limiting the participation. All businesses are tendering on their own regardless of membership; therefore, it is difficult to determine how many of them participated,” said Naloba spokesperson Marius Nangolo. He said the financial burden is a barrier and called for a review of existing procurement laws to support local participation. “The main challenges are laws that need to be changed to suit local participation in the economy,” Nangolo said. He also questioned the role of financial institutions in helping businesses access capital. “For instance, a higher bid security that exceeds what the locals can afford. Banks should secure suitable terms and conditions for tenders,” he added. The ministry said payments under the contract will be made using the bank’s direct payment disbursement method, unless a letter of credit is specified.  Tender documents require disclosure of the successful bidder’s beneficial ownership as part of the bank’s transparency and accountability measures. Interested bidders can get additional information from the ministry’s procurement management unit.  The project aims to modernise Namibia’s transport system and improve regional trade routes. Improvement is achieved by addressing bottlenecks in railway transport infrastructure that hinder the efficient delivery of rail services.
