Transport Focus intends to establish a new internal function to gather, manage, and use transport data, including but not limited to large open data feeds such as the Bus Open Data Service (BODS) and from Network Rail, as well as links to other organisations data feeds.

This function will support internal analysis, reporting, and insight generation, for example the development of reporting dashboards.

The organisation requires external consultancy to provide on the staffing and technical capabilities needed to set up and operate this service.

The consultancy will not be required to design policy, carry out user research, or implement systems.

The Department for Transport produces and publishes a range of Transport Statistics with a spatial component. This new provision supports the download of the datasets in geospatial formats.

This initial release covers the existing published official statistics, by the Department for Transport, in a geographical format for Road Casualties, Bus Passenger Journeys, Search and Rescue Helicopter Taskings, Licensed Plug-In Vehicles, and Electric Vehicle Charging Infrastructure.

GIS datasets are updated once the statistical datasets they are derived from have been officially published.

Current data used to construct national statistics on road casualties provide valuable insights into the scale and severity of road traffic injuries. STATS19 captures key details from police work to reveal the causes of road crashes while NHS records are essential for understanding the nature of injuries and their implications for the health service. But the absence of a linked dataset capable of combining these sources limits our ability to conduct more comprehensive severity assessments, use cutting-edge analytics and AI for predictive risk modelling, devise and implement better targeted interventions, and so develop evidence-based initiatives because it is impossible to see the complete picture from causation through to consequence.

ACS has welcomed a letter from energy minister Dr Miatta Fahnbulleh MP, announcing that the requirement for retailers to report on their fuel availability as part of the upcoming Fuel Finder scheme will be postponed.

The Government aims to launch the Fuel Finder scheme by the end of 2025. When the scheme is launched, retailers will be required to report on the retail prices of all types of petrol and diesel, as well as reporting on changes in those prices within 30 minutes. Under previous proposals, the scheme would also require retailers to report on when there is no availability of a fuel grade on their site.

In 2019 the Scottish Government brought in new primary legislation for transport (the Transport (Scotland) Act 2019), which included new provisions to better define bus open data, and to require it be shared for the new purpose of directly informing passengers (or potential passengers) about services. We believe that bus open data is essential to make travel on public transport more accessible, and to increase patronage of public transport in Scotland.

We intend to introduce new supporting legislation, known as Regulations (or 'Secondary Legislation') which define what specific information is required to be published, when, and in what format. This will allow for consistency across Scotland and will help us align with changes already underway in the wider UK.

The Network Model digitally represents England's Strategic Road Network. The model contains critical information about our road's location, names, lanes and widths.

The Network Model was derived from Ordnance Survey (OS) Highways data and enriched with internal datasets. It reflects National Highways roads that are open for traffic and have been validated against our Operational Highway Boundary (RedLine).

We expect industry, including CPOs, eMSPs and other intermediaries, to use open data to ensure that consumers have access to accurate, timely data on public chargepoints, enabling them to find and use the most appropriate chargepoints for their needs with confidence. Given the prevalence of such providers, we do not currently see a need for DfT to build a data platform to serve aggregated open data to consumers. There is however a clear need to build a solution to enable DfT, regulators and other government departments and agencies to use open data effectively. The purpose of the procurement is to select a supplier to aggregate real-time data from public charge points in the UK, perform data quality checks, and submit this data to the Department for Transport (DfT) for regulatory and policy purposes.

This detailed dataset is the best available estimate of bus boardings, alightings and loadings on a typical day. TfL uses this dataset to assess bus service provision, demand profiles and customer experience, as well as inform service planning and performance measurement.

BUSTO is based on observed passenger data from autumn each year, which is a typical period within the busiest time of year on London’s public transport networks. None of the values is a count of individual passengers on any particular day; rather they are averages over the period in question. We plan to build a data platform, pipeline and tools to consume and use open data from public chargepoints to monitor policy outcomes, help regulate the industry and shape future policy. As part of this initiative, the EV Open Data Programme, we intend to appoint a partner who will collect open data across all public UK chargepoints in real time and provide this to the DfT. We will ingest this data on a periodic basis into the DfT data platform for processing and serving use cases to different user groups.

Additions to published data tables and open dataset

We are intending to make a number of changes and additions to the published open dataset.  These include:

● adding the more granular severity breakdown of serious injuries (very serious, more serious, less serious) for police forces using the injury-based reporting method
● adding a variable giving the distance between collision and casualty and driver home (banded to ensure sensitive data is not revealed)
● combining e-scooters into the main vehicles extract (likely with a flag to indicate where a vehicle is an e-scooter), and removing the separate list of e-scooters in collisions
● adding details of vehicle location before and after the collision, where this is available

These changes will be made as part of the data extracts to be published following the final 2023 statistics in September.

• Accessibility to employment is now disaggregated by the UK Standard Industrial Classification of Economic Activities (UK SIC).
