When Scotty shows up, the Alice android indicates that he is the last to be beamed down. With a crew of over 400, it is never explained how all of them can be present on the planet and yet the six principals are the only humans visible. #AllStarTrek #TOS #IMudd
It is never explained how Norman got posted aboard the ship to begin with. The ship's personnel officer (seen in Court Martial (1967)) would presumably have to verify his orders and background with Starfleet Command. #AllStarTrek #TOS #IMudd
