I believe your character is critical to your story hook as a person the reader can share feelings with. But plot is important too. There needs to be some sort of overarching problem that animates your character out of their mundane life. It's hard to take action.

When you are writing your rough draft it is perfectly fine to wander about as you try to 'hear' the part of your brain on the other side of the partition. Just write. Editing can prune out things you later don't need. You don't know what those are yet.
