Thank you for contacting me about the Protecting the Right to Organize Act, or PRO Act. Your comments are very important to me.
The American worker is the backbone of our economy, and as such should be protected. I support workplace protection systems such as workman's compensation, unemployment insurance, wage and hour laws, the right to collective bargaining and of course I support workplace rights and protections.
The prevailing wage when applied appropriately, serves a valid purpose and should be supported. However, I cannot give it my full support when the wage standards it establishes are misapplied because this drives costs much higher than market levels, not necessarily justified by the improved productivity brought to the site by union labor. The PRO Act goes far beyond the threshold of a productive employee-employer relationship. This legislation would prevent employees and employers from entering voluntary agreements with each other when workers choose not to unionize and require workers in a sector represented by a collective bargaining agreement to pay union dues whether a member of the union or not.
While I disagree with the policy objectives of this legislation, I will continue to advocate on behalf of the dedicated workers of Oregon's Second District.
