Council preview: Skagit relicensing with tribal leaders, mayor’s tiny-home expansion and committee updates Councilmembers used the March 9 briefing to preview committee business, including a Parks & City Light briefing on Skagit River relicensing with tribal leadership and a possible April 1 vote to forward relicensing to FERC; President Pro Tem Sacca also highlighted mayoral legislation to expand tiny-home village capacity by roughly 1,000 beds.

Seattle's council is gearing up for major decisions on hydroelectric relicensing with tribal leaders and a bold plan to expand tiny-home villages, potentially adding 1,000 new beds this year.

A memorial wall section with tiles made by the students of a beloved teacher. The wall is about 2 feet high with a black tile frame. The children's tiles alternate with burnt umber tiles. The children's tiles are obviously elementary school renditions of local scenes, and a local person said the M was for the teacher's last name, which she did not recall. There is a colorful broken tile freize at the bottom. I can't find any information on it, but will dig further.

A colorful street painting by the Ravenna Eckstein Park, with lady bugs, flowers and trees all shaped like the petals of a large flower. They used a type of paint I've seen as directional signs on the urban trails around here, very tough, which can handle quite a bit of traffic, obviously.

An Armand's clematis vine growing on a fence is full of creamy white flowers. The four to six petaled blooms open to reveal pale yellow anthers. The buds are light green, and grow on sinuous red stems. The dark green, shiny oval leaves reflect some blue from the sky. This year the clematis are so full of flowers it's amazing.

Broadleaf lupine (Lupinus latifolius), growing in the park's naturalized area, is leafing out. The palmate leaves have up to 10 leaflets, covered with downy hairs. Many of the leaves in this image have a water drop at the center, trapped and misshapen by the hairs at the point where the leaves radiate. It makes them look like jewelry

The bright yellow, hood shaped spathe of a Lysichiton americanus rises above its still furled bright green leaves. Swamp lanterns are also commonly called skunk cabbage because the flower stinks in order to attract the flies and beetles it needs to pollinate it. These plants are in a boggy area covered with dead leaves. Soon the stream banks and marshy spots will be full of bright yellow "hoodies" succeeded by the plant's huge leaves.

A very many-branched tree stump sits in a green lawn at the edge of the play area. The branches, cut off at about 1.5 meters off the ground, radiate octopus-like from the center. The wood is smoothed by many people climbing into the crooks and stems. It does appear, though, that time is finally catching up with the sturdy structure, because you can see some parts where the wood is crumbling.
There is a playground off to the left. There are a couple of turtle sculptures in the background, also meant to be climbed on. The play area is quite extensive, full of well-maintained green grass and bordered by tall trees.

Clusters of small, yellow, 4 petaled flowers bloom along a branch. The flower stamens are white. The bark on the branch is smooth, colored in shades of green, brown and pink. The out of focus background is full of yellow flowers on the same tree. The fruits are edible, and usually are dark red when ripe. Birds love them as well.

A grainy black and white photo of the Seattle skyline from Gasworks Park, across Lake Union. The sun is making a bright star behind a pier light post. There are reflective sparkles on the rippling waters. A small boat creates an eddy in the lake's water between the pier and the distant shore. The photo is processed in a mild fisheye style, with the skyline at the junction point of the lines from the clouds and from the hilly shoreline, creating a pseudo vanishing point.

A silvery fruticose Evernia lichen species on a branch: the lichen is relatively large, and very branching. It is mostly a silvery gray color, with some powdery green fronds. The lichen is growing on a mossy branch. Everything is very moist and green due to the current weather.

A broken chunk of a large madrone (Arbutus menziesii) has fallen to the ground after a windstorm. The branch wood shows the richness of the madrone wood colors: to the right is a dark, almost black area (possibly disease damage) and then you can see the grainy wood flowing to the left, with shades ranging from a deep orange red heart to a pale tan at layer at the edges. There are a couple of knots, with convolutions in the grain, like a swirl in a stream. The branch is resting on a bed of dead leaves.

Several large but unhealthy madrone trees fell this winter. The park rangers have been removing them from the trails, and cutting some down, but the litter usually gets left in place, providing shelter for critters and an insight into the decomposition process. It is untidy and sometimes jarring, but the parks department tries to follow nature as much as possible in the trail system.

A madrone tree has an odd trunk. The main trunk leans sharply to the right, almost parallel to the ground. The secondary trunk veers off away into a madrone thicket behind it. The tree trunks are a typical umber brown, with streaks of orange and dark brown. The leaves are at the well-branched crowns of the trunks, dark green, and glossy with rain. The scene is set on a gravelled park path with a picnic table under the trees, and shrubby under growth on either side. There is a foggy haze under the rainy sky.
