De nombreuses communes prennent des arrêtés municipaux qui interdisent la mendicité et l'ensemble des comportements que peuvent adopter les personnes assignées à la rue. Ils constituent de véritables "chasses aux pauvres"
Amendes et éloignement ne réduisent pas le sans-abrisme, ni ne renforcent la sécurité publique. Les personnes vivant dans la pauvreté se retrouvent davantage isolées, notamment des lieux de distribution alimentaires, de soins, d'accueil, d'accompagnement et de repos...
Le CEDS conclut que ces arrêtés violent la Charte sociale européenne. Ils aggravent la situation de personnes qui assurent leur survie dans l'espace public en renforçant leur exclusion sociale et leur marginalisation
